Provisional use of bisected stamps was necessary from time to time when stamps of the proper value to pay for postal services were not available. This letter was mailed on February 7, 1919 in Prague. The following day a bisected regular 40 heller Austrian stamp was added in Tabor, its destination, to pay the 20 heller postage due on the cover.
